IR - App. 7 - Rules and timetable for submitting and evaluating General Assembly papers

Authors can only be CIRP members / or must be co-authored or sponsored by a CIRP member

1.    GENERAL ASSEMBLY (GA) PAPERS

GA papers present original research results, typically arising from work carried out by CIRP Members and their collaborators. Such papers are nominated for presentation at the next CIRP General Assembly. They must comply with the standards of CIRP Annals – Manufacturing Technology.
To a limited extent, the General Assembly programme may also include accepted regular papers by external authors, recommended for presentation by the Editorial Board of CIRP Annals – Manufacturing Technology.
Each year, GA papers are published in full in Issue 1 of the current volume of CIRP Annals – Manufacturing Technology.

2.     SUBMITTING GA PAPERS

Papers for publication in the CIRP Annals – Manufacturing Technology can only be submitted through Elsevier's Editorial Manager (EM) platform: https://www.editorialmanager.com/cirp .
For manuscript preparation and formatting, authors should consult the detailed instructions and templates provided on the above website of the Journal.
GA papers are strongly recommended to be six page long, including references, when prepared using the prescribed templates. Authors are encouraged to provide Supplementary Materials to support and extend the content of their submissions.
For general ethics and publishing policies, including the use of language, the application of generative artificial intelligence in manuscript preparation and peer review, as well as for proofs, open access, and copyright the Publisher's current policies apply. These up-to-date policies are available on the Journal's website.

3.    AUTHORSHIP RULES

Submission of GA papers is reserved to CIRP Members. Corporate Members, Research Affiliates and Invited Members can also submit a GA paper co-authored by a Fellow (including Honorary and Emeritus) or Associate Member, or, alternatively, sponsored by a Fellow (including Honorary and Emeritus). Rules are detailed in the Internal Regulations art. 20.5.

4.    MEMBERSHIP INDICATION

In the list of authors, if appropriate, mark CIRP Fellows with the number (1), Associate Members with the number (2) and Corporate Members with the number (3) following the full name. Do not use academic titles (Prof., Dr., etc.).
Affiliations of authors should be indicated by superscript numbers.
For GA papers written by non-members, Research Affiliates or Corporate Members (without Fellows or Associate Members being co-authors), the name and affiliation of the author(s) should be followed by a separate sentence indicating the Fellow sponsoring the paper: “Submitted by *name* (1), *city*, *country*”.

5.    DECLARATION OF INTEREST AND CREDIT AUTHOR STATEMENT

Each submission must include a Declaration of Interest and a CRediT Author Statement. The corresponding author is responsible for completing these forms and uploading them together with the manuscript at the time of submission. The forms are available on the website of CIRP Annals – Manufacturing Technology.
Equal contributions from several authors can be mentioned in the paper, with the affiliations.

6.    CHANGES

After the cut-off date for GA papers, the title and the list of authors of a GA paper cannot be modified unless the change has been approved by the Editor-in-Chief of CIRP Annals – Manufacturing Technology.

7.    COOPERATIVE WORKS

CIRP promotes cooperation among its members by facilitating the exchange, comparison, and evaluation of research results. A special category of GA papers is the Cooperative Work GA Papers, which report the outcomes of collaborative research projects. Authors of a Cooperative Work GA Paper must be Fellows or Associate Members affiliated with different institutes in at least two countries or regions. A completed Request for a Cooperative Work GA Paper form must be submitted together with the full paper at the time of submission. The form is available on the internal CIRP website.

8.    SPONSORED GA PAPERS

The Fellow (including Honorary and Emeritus Fellows) sponsoring a GA paper shall bear responsibility for ensuring that the paper is of sufficiently high quality to warrant consideration for publication and that its presentation conforms to the current rules. The Certificate for a Sponsored GA Paper should be uploaded together with the submission. The form is available on the internal CIRP website.

9.    COMMITMENTS

When submitting a GA paper, the following two commitments must be made as part of the electronic submission process:
1. It should be certified that the GA paper, if accepted by the cut-off date, will be orally presented at the next CIRP General Assembly by one of the authors. Authors who do not attend during the STC GA paper sessions to orally present their paper without having given a notification and a valid reason will be excluded from submitting GA papers for the following two years.
2. It should be certified that the work has not been previously published or presented and will not be published or presented elsewhere before the next CIRP General Assembly, in any language, and that this work is substantially different from any prior CIRP technical presentation.

10.    DECLARATION

GA papers that are not accepted for publication by 1st of February because major revisions are required may continue in the review system as regular papers, subject to the authors’ choice. Accordingly, the authors should declare whether a paper that does not qualify for General Assembly presentation should proceed as a regular paper in the CIRP Annals – Manufacturing Technology. GA Papers submitted for a given year's General Assembly cannot be carried forward for presentation at a subsequent General Assembly. Any paper continuing in the review process as a regular paper shall be considered solely for publication and not for presentation at a future General Assembly.

11.    REVIEWING GA PAPERS

A GA paper must be reviewed by at least four CIRP members with expertise in the subject area of the paper. One or two reviewers represent the relevant STC Board, while the remaining reviewers are selected from the Editorial and Review Boards of CIRP Annals – Manufacturing Technology.

12.    TIMETABLE FOR REGULAR GA PAPERS

Submissions to CIRP Annals – Manufacturing Technology are handled continuously throughout the year. While there is no fixed submission deadline for GA papers, authors are advised to plan for at least one complete review cycle before the relevant decision date. As a guideline, the first review cycle requires typically eight working weeks from submission to the first editorial decision.

The handling of GA papers is governed by the following key dates:
